DIPLOMACY Bill Clinton As United Nations Secretary General
The appointment of former President Bill Clinton as U.N.
special envoy for tsunami relief and reconstruction efforts in
South Asia Tuesday has boosted speculation that he might succeed Kofi Annan as secretary general.
